The Government of Moscow Holds Meeting with Delegation of Qatar’s Central Municipal Council

On June 16, 2026, a meeting between representatives of the Government of Moscow and a delegation of the Central Municipal Council of the State of Qatar, led by Council Chairman His Excellency Mohammed bin Ali Al‑Azba, took place at the Moscow City Situational Center. The meeting was attended by representatives of the Department for External Economic and International Relations, the Department of Information Technologies, the Department of Territorial Executive Authorities of Moscow, and the All‑Russian Association for the Development of Local Self‑Government.

On behalf of Moscow, Sergey Cheremin, Minister of the Government of Moscow and Head of the Department for External Economic and International Relations, delivered a presentation. His report, “Moscow – A Smart and Sustainable City,” covered the capital’s strategic development directions, including creating a comfortable urban environment, enhancing investment attractiveness, and implementing cutting‑edge digital solutions. The presentation highlighted the city’s existing business support tools, as well as approaches to infrastructure modernization and improving the quality of urban management.

As part of the business program, particular attention was paid to digital transformation and modern urban governance. Dmitry Ontoev, Advisor to the Head of the Department of Information Technologies of Moscow, delivered an extensive report on the capital’s digital ecosystem, detailing key elements of the city’s IT infrastructure, including urban service management systems, the use of artificial intelligence technologies, and big data analytics in transport, security, healthcare, and public service delivery.

Irina Guseva, Co‑Chair of the All‑Russian Association for the Development of Local Self‑Government, emphasized that foreign partners’ interest in Russian municipal experience opens new opportunities for inter‑municipal cooperation and international dialogue. She noted the key role of cities and local authorities in the practical implementation of solutions – from social and cultural initiatives to digital and technological projects aimed at improving quality of life.

During the meeting, the parties discussed prospects for cooperation in digitalization, urban planning, transport infrastructure, and sustainable urban development. The Qatari delegation showed particular interest in Moscow’s practices in intelligent transport systems and integrated territorial development.

The meeting concluded with a question‑and‑answer session, during which representatives of Qatar’s Central Municipal Council highly praised Moscow’s level of development and confirmed their readiness for further exchange of experience and deepening practical cooperation.

The meeting demonstrated both sides’ mutual interest in strengthening partnership relations between Moscow and the State of Qatar across a wide range of urban agenda issues.
