Moscow’s Participation in AIM Congress 2025: Outcomes
From April 7 to 9, 2025, Abu Dhabi hosted the international investment forum AIM Congress 2025, which saw active participation from delegation the Government of Moscow led by Sergey Cheremin, Minister of the Government of Moscow, Head of the Department for External Economic and International Relations.
A key event was the presentation of Moscow’s investment potential. Sergey Cheremin emphasized Moscow’s commitment to creating favorable conditions for international companies and supporting local entrepreneurs in entering foreign markets. The presentation also featured Alexey Shaposhnikov, Chairman of the Moscow City Duma, and Vladimir Platonov, President of the Moscow Chamber of Commerce and Industry, who highlighted Moscow’s status as one of the region’s leading business and financial centers.
During the leadership session “The Art of Diplomacy: FDI as a Catalyst for Global Unity,” Sergey Cheremin underscored the importance of innovative approaches to international cooperation: “In an era of global transformation, it is crucial to develop new formats of international collaboration based on principles of equal partnership and mutual respect for national interests.” Cheremin also participated in the Ministerial Investment Roundtable “A New Globalized World: Building Bridges – Building Wealth,” where he discussed the role of city diplomacy in fostering sustainable international ties.
At the AIM Award 2025 ceremony held during the Congress, Moscow received several prestigious international awards. The capital was honored with the forum’s top Foreign Direct Investment (FDI) Award for Delimobil, the largest car-sharing operator that has demonstrated success in urban mobility. In sustainable development, Moscow received the Future Cities Award for implementing the Technopolis Moscow special economic zone project. Additionally, the AIM Global Manufacturing Award recognized Moscow’s contributions to industrial cluster development. The Department of External Economic and International Relations was also awarded the special Loyalty Recognition Award for its active participation in the Congress and its efforts to advance international cooperation.
The exhibition stand of the Government of Moscow, organized with support from the Department for External Economic and International Relations and the Moscow Center for International Cooperation, showcased successful projects in digitalization, transport, and sustainable development. The stand served as a platform for dialogue with investors and representatives from foreign cities.
During the forum, Abu Dhabi hosted a BRICS session titled “International Municipal Forum BRICS: Development Prospects and New Cooperation Models.” Participants discussed new approaches to collaboration and the role of cities in strengthening ties among BRICS nations.
The visit included a meeting with Abu Dhabi municipal leadership to discuss the initiative of hosting Moscow Days in the UAE, which received support from the Emirati side. Negotiations were also held with His Highness Sheikh Saud bin Saqr Al Qasimi, Ruler of Ras Al Khaimah, culminating in the signing of a Memorandum of Understanding between the Government of Moscow and the Emirate of Ras Al Khaimah aimed at expanding cooperation and developing partnership projects in urban governance.
AIM Congress 2025 proved to be a significant platform for promoting Moscow on the international stage, strengthening business ties, and reaffirming the global investment community’s sustained interest in the capital.
At AIM Congress 2025 in Abu Dhabi, Moscow received three awards:
- the Foreign Direct Investment Award for attracting foreign investment through the Delimobil project;
- the Future Cities Award for implementing the Technopolis Moscow special economic zone;
- the Global Manufacturing Award 2025 for outstanding contributions to industrial cluster development strategy by government bodies and public institutions.
This year’s AIM Congress 2025 brought together over 20,000 participants from 180 countries, including heads of state, more than 60 ministers and central bank governors, 30 mayors, 1,250 speakers, 16 representatives of global financial markets, and 600 exhibitors.
