The Government of Moscow has signed a Memorandum of Cooperation and Mutual Understanding with the city of Shenzhen

Sergey Cheremin, Minister of the Government of Moscow, Head of the Department for External Economic and International Relations, and Wang Shouju, Vice Mayor of Shenzhen, signed a Memorandum of Cooperation and Mutual Understanding between the Government of Moscow and the People’s Government of Shenzhen (People’s Republic of China). The document was signed on March 6, 2024, during the visit of the Moscow Government delegation to Shenzhen. Both parties expressed their hopes for long-term and fruitful partnership, mutual support for export-oriented companies, as well as the exchange of expertise in attracting foreign investments and implementing digital technologies in urban development.

The Memorandum aims to strengthen external economic ties and mutually beneficial bilateral cooperation, leveraging advanced experience in modernizing urban transport infrastructure, sharing best practices in city management, innovation, urban planning, and trade, as well as fostering collaboration in science, education, culture, tourism, ecology, and environmental protection.

During the meeting, Sergey Cheremin invited Shenzhen partners to participate in the International Transport Summit in Moscow and join the Urban Transport Data project—an analytical platform for collecting and exchanging data on urban transport systems. The Minister also expressed interest in attracting Chinese companies and localizing high-tech businesses in the Russian capital.

Despite its relative youth, Shenzhen—whose population, according to municipal authorities, exceeds 20 million—is widely recognized as China’s most innovative urban hub and rightfully stands among the world’s most advanced metropolises. As a leader in hosting major high-tech corporations, Shenzhen has accumulated unique expertise in applying modern urban development technologies while adhering to strict environmental standards for integrated territorial growth. This ensures its continued position among the global leaders in sustainable development and urban livability.
