COP28: “Moscow’s Urban Climate Agenda”

The Moscow delegation took part in the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (SOR28) in Dubai (UAE).

As part of COP28, the event “Moscow’s Urban Climate Agenda” was organized and held in the Pavilion of the Russian Federation on December 1, 2023.

The event was held with the support of the Department for External Economic and International Relations of Moscow and the Moscow Center for International Cooperation (ANO “ICMS”).

The event was attended by representatives of the Department for External Economic and International Relations of Moscow, the Department of Nature Management and Environmental Protection of Moscow, the Department of Economic Policy and Development of Moscow, as well as representatives of scientific research centers of the capital, and others.

Moscow presented to the conference participants a climate adaptation plan that affects all areas of urban economy and related areas related to the development of healthcare and the preservation of green areas. In the city, almost 50% of the territories are green spaces, thanks to which the average temperature also decreases during periods of heat. The plan will further reduce CO2 emissions and improve the environment, including through the use of the latest technologies.

Special attention was paid to the international rating “Climate Agenda of the world’s Cities”, which Moscow developed and presented at SOR28. The study was conducted on 5 key areas of the climate agenda: energy production and consumption, transport system, green spaces and waste management system. Moscow entered the top five along with London, Paris, Berlin and took fourth place, overtaking major cities such as Tokyo, New York, Beijing and Seoul.

In addition, the participation of the Russian side in the sessions was organized within the framework of the event: “Climate Solutions Day”, “Climate and Human centricity”, “Approaches to adaptation and mitigation of climate change”.

Among other things, during the visit, meetings and negotiations held between Russian participants with representatives of the UAE Ministry of Climate Change and Environment, representatives of the Dubai Department of Economic Development and the UAE business community, representatives of international experts in the field of climate change.
