Digital Sovereignty and Urban Innovation: Moscow at GITEX Asia 2026
The delegation of the Government of Moscow headed by Sergey Cheremin, Minister of the Government of Moscow and Head of the Department for External Economic and International Relations of Moscow, took part in GITEX Asia 2026, held from April 9 to 10 in Singapore, and also held a series of working meetings with Singaporean partners. The visit was aimed at developing international cooperation and strengthening business ties with countries in the Asia‑Pacific region. The delegation also included representatives of the capital’s business community.
The trip was organized by the Department for External Economic and International Relations of Moscow with the support of the Moscow Centre for International Cooperation. The business agenda included digitalization of public administration, urban infrastructure development, transport systems, and improving the quality of public services. During the visit, a number of meetings were held with representatives of Singapore’s government agencies and development institutions. Particular attention was paid to cooperation with ServiceSG – a unit under the Prime Minister’s Office responsible for transforming the public service system. The parties exchanged experience in building digital ecosystems, integrating services, and enhancing customer focus. The Moscow delegation presented key city projects: the mos.ru portal, the “My Documents” system, EMIAS, the Moscow Electronic School, as well as video surveillance and analytics solutions.
A separate track was a meeting with representatives of Singapore’s transport sector. Discussions covered public transport development, the implementation of intelligent traffic management systems, and the expansion of eco‑friendly transport. The parties explored the prospect of exchanging practices, including the use of digital technologies and biometric solutions in transport infrastructure.
The busy business programme continued with the delegation’s participation in GITEX Asia 2026, a key event in innovation and the digital economy, which brought together representatives from more than 110 countries. The Moscow city booth was opened at the exhibition, showcasing the capital’s modern digital solutions. The ceremony was attended by Sergey Ganzha, Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Singapore; Alexander Zhivov, Trade Representative of the Russian Federation in the Republic of Singapore; and representatives of the international business community. Speaking at the opening, Sergey Cheremin emphasized the importance of developing international relations and noted that Moscow is actively developing inter‑city cooperation and seeks to expand its partnership network. “Every year, Moscow launches a number of projects using artificial intelligence. This allows the city to remain a dynamic and energetic metropolis, create a comfortable urban environment, and provide convenient access to public services,” said the Head of the Department. He also highlighted the systemic nature of the capital’s digital transformation, where artificial intelligence has already become a routine urban management tool.
As part of the exhibition’s business programme, Sergey Cheremin took part in a dedicated session on AI infrastructure development and presented Moscow’s practical experience. He noted that the capital is implementing over 130 AI‑driven projects covering healthcare, transport, education, and urban planning. In the medical field, intelligent services for data analysis and clinical decision support are actively used; in transport, autonomous driving technologies and intelligent monitoring are being introduced; and in urban planning, the “Moscow Digital Twin” project is being developed.
An important element of the visit was the participation of Department representatives in the 11th Russian‑Singapore Business Dialogue, dedicated to technological and investment cooperation. The dialogue was also attended by Vyacheslav Manuilov, Deputy Head of the Department for External Economic and International Relations of Moscow. The discussions focused on digital economy cooperation, startup ecosystem development, and investment collaboration. It was noted that Moscow and Singapore are building a comprehensive partnership encompassing urban governance, transport, education, and innovation. Singapore has traditionally been regarded by Moscow as one of the benchmarks among leading global megacities. The cooperation is mutual: Singapore’s experience has informed several Moscow projects, while some Moscow solutions are being applied in Singapore. Interaction covers both the public sector and the business community, including the development of joint high‑tech initiatives.
Following the visit, the parties confirmed their interest in further expanding cooperation, exchanging best practices, and implementing joint projects in digital urban governance, transport, education, and artificial intelligence. The visit helped strengthen the capital’s international standing and develop sustainable partnerships with Asia’s leading cities.
