Results of the Capital’s Participation in the 10th Russian‑Chinese EXPO and Moscow Days in Harbin
The delegation of the Government of Moscow headed by Sergey Cheremin, Minister of the Government of Moscow and Head of the Department for External Economic and International Relations of Moscow, took part in the 10th Russian‑Chinese EXPO, held in Harbin from May 17 to 21.
The Department for External Economic and International Relations played a key role in shaping the business agenda and presenting the capital on the international stage. The Moscow exposition reflected the modern achievements of the metropolis, including the development of transport systems, urban infrastructure, and high‑tech industries. It also demonstrated significant potential for deepening cooperation with Chinese partners, confirming the high level and sustainable nature of bilateral interaction. Technical support for the organisation of events and the booth was provided by the Moscow Centre for International Cooperation.
One of the central events of the business programme was the panel discussion “Moscow – Harbin: Prospects for the Development of Foreign Trade, Investment and Humanitarian Cooperation,” moderated by Sergey Cheremin. In his remarks, he stressed the importance of Harbin as a key bridge between the two countries: “The accumulated experience of interaction already provides a solid foundation for further expansion of the partnership.” The Minister also highlighted the scale of economic ties, noting that China has remained a strategic partner of Moscow for decades, and that hundreds of Chinese companies are already operating in the capital.
A significant element of the visit’s business programme was the conference “Modern Practices of Sustainable Urban Development,” organized with the participation of the Department. Speaking to participants, Sergey Cheremin noted: “Moscow became the first metropolis in the Russian Federation to voluntarily publish the results of its practical implementation of the Sustainable Development Goals.” The Minister emphasized the capital’s systematic approach to eco‑friendly transport, carbon footprint reduction, and digitalization of the urban environment.
On May 19, the 2nd Russian‑Chinese Forum in Trade Services was held in Harbin, organized by the Huaming International Investment Company. The event was timed to coincide with the 30th anniversary of partnership and the 25th anniversary of the Treaty of Good‑Neighbourliness. Sergey Cheremin delivered a welcoming address and presented “Smart and Sustainable Moscow,” a presentation on the capital’s investment potential and prospects for cooperation with Chinese partners. The forum brought together representatives of tourism, culture, education, medical services, and logistics, with its business programme focused on developing practical cooperation.
As part of Moscow Days in Harbin, key events were held to strengthen humanitarian ties: the book exhibition “Moscow and Harbin – Keepers of Memory,” the photo exhibition “Victory Parade in Harbin,” the exhibition “Along the Russian Addresses of Harbin,” and the conference “Bridge of Memory: Moscow – Harbin.” A highlight was a concert by the Russian folk ensemble “Lyubo‑Milo” at the Harbin Philharmonic, which made a significant contribution to cultural dialogue. A meaningful humanitarian act was the wreath‑laying ceremony at Hongbo Square at the monument to Soviet soldiers who died liberating Northeast China in August 1945. The Moscow Government delegation honoured the heroes who gave their lives for peace and freedom, symbolising the unbreakable historical bond. The cultural programme also included the opening of the exhibition “Planet Tchaikovsky” from the Russian National Museum of Music, introducing the Harbin audience to the legacy of the great Russian composer. These events underscored the importance of preserving historical memory and expanding cultural exchange. A special place in the humanitarian programme was occupied by a meeting with Russian compatriots living in China, which allowed for discussions on current issues of cooperation and the identification of additional support measures.
The business segment of Moscow Days included a delegation visit to the Heilongjiang Pilot Free Trade Zone, the New Area of Harbin, and leading industrial parks, including high‑tech manufacturing sites. These events facilitated direct contacts and the exploration of promising areas for cooperation in industry and investment.
The most important outcome of the visit was the signing of the Cooperation Program between the Government of Moscow and the Harbin People’s Government for 2027–2029. On behalf of Moscow, the document was signed by Sergey Cheremin, Minister of the Government of Moscow and Head of the Department for External Economic and International Relations, and on behalf of Harbin by the Deputy Mayor. This is the second cooperation program between the cities: the first was signed in 2023 and remains in effect until 2026. The new document covers a wide range of areas, including trade, economic, scientific, cultural, and social cooperation. The signing of the second program confirms the sustainable and dynamic nature of the partnership.
The sports programme of Moscow Days in Harbin was an important part of humanitarian cooperation. Moscow athletes held friendly matches in ice hockey and table tennis with their Chinese counterparts, demonstrating a high level of skill and strengthening friendly ties. Masterclasses in these sports were also held, allowing participants to exchange experience and contributing to the development of youth cooperation.
The visit of the Moscow delegation to Harbin marked a significant stage in the development of bilateral relations. The results included not only the expansion of trade, economic, and investment cooperation but also the strengthening of humanitarian ties between the cities. The signing of the Cooperation Program laid a solid foundation for further deepening the partnership between Moscow and Harbin, confirming the commitment to long‑term and mutually beneficial cooperation across a wide range of areas.
