Cooperation Program Signed between the Government of Moscow and Harbin People’s Government for 2027–2029

On May 19, 2026, the Cooperation Program between the Government of Moscow and the Harbin People’s Government for 2027–2029 was signed.

The document is aimed at expanding and strengthening cooperation between the parties in key areas: trade and economy, science, social affairs, and culture and humanities. Priority areas include culture and cultural heritage preservation, sports and tourism, ecology, urban planning, trade and investment development, healthcare, and social protection.

The Program was signed on behalf of Moscow by Sergey Cheremin, Minister of the Government of Moscow and Head of the Department for External Economic and International Relations, and on behalf of Harbin by Yang Hui, Deputy Mayor of the city.

This is the second cooperation program between Moscow and Harbin; the first was signed in 2023 and remains in effect until 2026. The signing of the new document confirms the steady and dynamic nature of the partnership between the two cities.
