Moscow and South Ossetia Formalize Cooperation: Three‑Year Development Plan Signed in the Northern Capital

St. Petersburg, June 3, 2026. An important intergovernmental event took place in Russia’s cultural capital. The Government of Moscow and the Government of the Republic of South Ossetia officially signed a Cooperation Program for 2026‑2028. This is not merely a protocol of intentions, but a roadmap designed to elevate relations between the two regions to a fundamentally new level. The document covers key areas of urban life: from digital governance and public transport to cultural heritage preservation and tourism development. The parties agreed not only to exchange experience but to implement Moscow’s best practices on the ground.

The Program represents a comprehensive approach to development. Cooperation will unfold across several major directions: road network reconstruction, passenger transport development, and the introduction of modern traffic management systems. In the housing and utilities sector, special attention will be paid to water treatment technologies, water conservation, and waste processing systems to make cities cleaner and more comfortable. A separate section is dedicated to the transfer of high technologies in urban governance and the creation of effective law enforcement systems. The cultural agenda includes theatre tours, museum exhibitions, joint educational projects, and the restoration of cultural heritage sites. In education and healthcare, plans include student and teacher exchanges, professional development for doctors, and the introduction of advanced treatment methods. Additionally, the parties intend to develop tourism and sports through joint exhibitions, conferences, and exchanges of experience in hotel services and athlete training.

“The signed program represents systematic work for the next three years. We are focused on practical results: from infrastructure modernization to strengthening cultural and humanitarian ties. Moscow is sharing its most advanced experience so that the residents of South Ossetia can feel positive changes,” commented Sergey Cheremin, Minister of the Government of Moscow and Head of the Department for External Economic and International Relations.

“Today we are laying the foundation for long‑term partnership. Cooperation with Moscow means access to the best urban and technological solutions. I am confident that joint projects in education, housing and utilities, and the economy will give a powerful impetus to the development of our republic,” noted Znaur Gassiev, Ambassador Extraordinary and Plenipotentiary of the Republic of South Ossetia to the Russian Federation.
