Moscow City Duma Hosts Meeting with Delegation from Hanoi People’s Council
The meeting participants discussed the development of inter‑parliamentary dialogue and prospects for cooperation between the two capitals.
The Chairman of the Moscow City Duma emphasized that relations between Russia and Vietnam have stood the test of time, with cooperation between the two countries evolving over many years across a wide range of areas – from the economy and education to humanitarian and inter‑parliamentary ties. Alexey Shaposhnikov particularly stressed the importance of Moscow‑Hanoi interaction. The first visit of a delegation from the Vietnamese capital to the Moscow City Duma took place back in 2000, and a protocol on cooperation was signed at that time.
The Chairperson of the Hanoi People’s Council, Deputy Secretary of the Hanoi Party Committee, Phung Thi Hong Ha, expressed gratitude to the Moscow City Duma for its warm welcome. “It is a great honour for me and for all members of our delegation to visit the Moscow City Duma, to meet and work with the Chairman of the Moscow City Duma, Alexey Shaposhnikov, and the deputies of the capital’s parliament. We are deeply touched by your warm hospitality,” said the head of the delegation.
She noted that the meeting takes place against the backdrop of the successful development of cooperation between the Socialist Republic of Vietnam and the Russian Federation. She highlighted that 2025 was particularly significant, as the two countries marked the 75th anniversary of the establishment of diplomatic relations.
Duong Duc Tuan, Permanent Vice Chairman of the Hanoi People’s Committee, noted that Hanoi closely follows Moscow’s development and is interested in studying the capital’s experience. “It is a great honour for all members of our delegation to visit the Moscow City Duma – the legislative body of the capital of the Russian Federation. Over many years, cooperation between our two capitals has been steadily strengthened and developed across many areas,” said Duong Duc Tuan.
He emphasized that Hanoi is particularly interested in Moscow’s achievements in urban governance, cultural heritage preservation, smart city development, and digital transformation.
Sergey Cheremin, Head of the Department for External Economic and International Relations of Moscow, welcoming the meeting participants on behalf of the Moscow Government, noted that relations between the two capitals have been successfully developing for almost 30 years. “The first cooperation agreement between Moscow and Hanoi was signed back in 1997. Subsequently, we moved to three‑year cooperation programs. In early December last year, as part of Moscow Days in Hanoi, a new agreement was signed defining our interaction for the next three years,” said Sergey Cheremin.
According to him, Moscow and Hanoi have agreed to develop cooperation in urban planning, urban studies, transport system modernization, digital technology implementation, healthcare, education, and cultural exchanges.
Sergey Cheremin also noted that Moscow Days in Hanoi featured cultural events, a business forum, and specialized conferences dedicated to investment cooperation, transport development, and experience exchange in digital urban governance.
